Urban & Rural Planning Associates Limited is a privately-owned company established in 2003. Based in South-East Cornwall we have clients throughout the south-west and nationally.

Andy Harwood is a Director of the Company and has been working within planning since 1990. He has gained experience within the public and private sectors. He holds a Master of Science Degree in Town and Country Planning from the University of Reading.

Andy has worked for various local authorities first of all in the south-east and since 1995, in the south-west. Whilst working for Local Planning Authorities, he specialised in the complicated area of enforcement work, managing teams at two local authorities. He is also a consultant editor of “Development Control Practice”, the essential reference for all those involved in the planning process.

James Wells is an Associate Planner who joined the company in July 2008. He was formerly a Principal Officer at Plymouth City Council.

Andy and James have dealt with many complex planning applications and planning appeals and continue to represent some local councils/public bodies. The company has a broad client base including house builders, land owners, architects, legal firms and parties interested in the development process.

The nature of our work varies considerably including application submissions, affordable housing schemes, enforcement cases, appeals (inquiries, hearings and written representations), conditions/S106 negotiations and general planning advice.

Planning regulations are becoming ever more complicated and Local Planning Authorities are under great pressure, having less time to assist you than they have in the past. It is often cost effective to pay an experienced professional to help you with this very specialist field.
