Mr John Boyd BA (Hons) MRTPI  [ E-mail ]

John Boyd started his planning career working in the Structure Plan Team at Hertfordshire County Council and was involved in Structure Plan Reviews, working on housing and leisure policies and also generating population and household projections and census data analysis.

A more diverse work experience in both Development Control and Planning Policy has developed in the private sector involving participating in Structure Plan and Regional Spatial Strategies Examinations in Public and appearing at Local Plan Inquiries followed by Core Strategies and AAP Examinations. A significant part of this work has been in the promotion of large scale strategic sites for development for a variety of development companies.

In relation to Development Control, John has built up a considerable amount of experience and track record in achieving planning permissions for a variety of uses, including both large scale residential schemes and commercial developments together with bespoke large replacement dwellings, proposals involving listed buildings and development schemes in conservation areas. A substantial number of permissions have been secured through negotiation, although John has been involved in a variety of planning inquiries as expert witness.

Technical skills accrued include managing large multi-disciplinary project teams as Lead Consultant, extensive knowledge of the planning system, including public examinations, instructing Counsel and being an expert planning witness and finally good negotiation skills to achieve added value to development projects.

Mr Paul Atton BA (Hons) MRTPI MRICS  [ E-mail ]

Paul Atton mainly works in development control, identifying opportunities and seeking to add value. He is directly responsible to clients, engendering new business and fee generation. He acts for developers and landowners in carrying out site appraisals and obtaining planning permissions.

He has been involved in residential and commercial schemes, town centre regeneration, care homes and (D1) non residential institution uses; Section 106 work, affordable housing, replacement dwellings, residential infilling and new flats. He also has experience of planning applications for rural business diversification, change of use and new farm buildings. These projects have involved Green Belt issues and arguing very special circumstances. Paul has extensive experience in dealing with proposals relating to listed buildings and conservation areas.

Paul’s work has included dealing with planning appeals both written representations, informal hearings and public inquiries. He liaises with other specialists and consultants, including barristers, solicitors, highway and environmental experts.

Mr Jonathan Dixon BA (Hons) MA MRTPI  [ E-mail ]

With a background in architecture, and specialising in the inter-relationship between town planning, masterplanning, urban and architectural design, Jonathan has over 14 years’ experience of providing advice to public and private sector clients.

With a clear and precise understanding of the planning policy and development control process, and an emphasis on problem solving and dispute resolution, Jonathan has worked on a wide range of sites and proposals throughout the UK and Ireland.

He has promoted sites for strategic development and has project managed, co-ordinated and prepared masterplans, development briefs and urban and architectural design solutions, and has submitted planning, conservation area and listed building applications and appeals, together with Unilateral Undertakings and S106 Agreements.

Jonathan has appeared at appeal hearings, provided expert witness evidence at inquiries, and presented evidence in support of development plan representations.

He has been a member of the RTPI Full Council and East of England Regional Activities Committee and is a Planning Aid Volunteer Specialist.

He is also a member of the Urban Design Group and an Associate Member of the RIBA.

Mr Stuart Mills BA (Hons) MSc  [ E-mail ]

Stuart Mills has recently graduated from the MSc Town Planning course at Newcastle University, which has given him a good grounding in the basics of planning theory, policy and practice. Research as part of these studies involved assessing public engagement efforts in inner London boroughs and the application of national planning policy at a local level.

During and after his studies he gained brief experience in both the public and private sectors before joining JB Planning, including some time as a Planning Researcher for Nathaniel Lichfield & Partners, where he assisted the housing team on a range of projects and gathered data to support the case for the development of sites in the Northeast. Since joining JB Planning he has worked on a wide range of projects and built up a broad range of planning skills.

Mr Tim Waller BA (Hons) MSc PG Dip MRTPI  [ E-mail ]

Tim Waller is a chartered town planner with experience of planning in both the public and private sectors, and some specialism in planning policy and design work. He has worked for East Herts and South Cambs District Councils on the preparation and examination of a Local Plan and a number of LDF documents. At JB Planning, he has worked on a range of strategic land promotions, and taken part in Core Strategy Examinations and local authority Strategic Housing Land Availability Assessment panel meetings. He also has experience of preparing planning applications for a range of different types and scales of development, including as the lead consultant in multi-disciplinary teams for major planning applications. In addition, Tim also holds a PG Dip in urban design, which has further developed his knowledge and skills in the preparation of planning applications and design briefs.
