Mr James Fennell BA(Hons) MRICS MRTPI  [ E-mail ]

James has worked at NLP since 1988. He has been a Director since 1998 and was appointed Managing Director in 2007.

James has particular expertise in retail and town centre projects for a wide range of private sector clients including operators such as Marks & Spencer, Gap and Louis Vitton; developers such as Hammerson, Capital Shopping Centres and Amec; and fund managers such as Aviva, Invista and PRUPIM.

He has extensive experience of development projects ranging from mental health hospitals and care homes through to football stadia and equestrian facilities.

Dr Malcolm Hockaday MSc FRTPI FIM FRSA BSc  [ E-mail ]

Malcolm Hockaday joined NLP as a Director in 1999 and established a new office to support projects primarily in Wales and the West Country. He became Chairman in January 2010.

Following his career with two commercial development companies, he has specialised in retail and housing-based mixed use schemes and design/conservation advice. His work has included city centre redevelopment in Gloucester and mixed use schemes in South East London - including within a World Heritage Site.

Malcolm has also advised the Government and local authorities on retail studies, town centre visioning, the creation of Design Guidance and successfully represented clients at numerous appeal inquiries throughout England and Wales. He has also regularly advised on compulsory purchase procedures and Section 106 negotiations.

Mr Nicholas Thompson BA(Hons) MA MRTPI  [ E-mail ]

Nick joined NLP in 1983, became a director in 1989 and is now head of the London office. Nick has provided planning, design and conservation advice to public and private sector clients throughout the country.

He has been involved in a range of tourism and sports developments including the new National Stadium at Wembley, Bristol City’s new stadium at Ashton Vale and providing ongoing advice to Bourne Leisure, the owner and operator of Butlins, Haven Holiday Parks and Warner Hotels.

Nick has also prepared a variety of conceptual and detailed layouts for residential, retail, industrial and mixed use schemes, advised on urban enhancement/public realm schemes and prepared Design Guidance.

Mr Philip Barnes BA(Hons) MRTPI  [ E-mail ]

Philip leads NLP’s Newcastle office having been a Director since 1997 and has particular responsibility for housing, regeneration and urban design projects.

He has undertaken work for all of the major UK housebuilders and public sector clients including central government, Homes and Communities Agency, Regional Development Agencies and local authorities.

Philip’s recent projects include leading multi-disciplinary teams to prepare a range of strategic Masterplans and framework documents including the Greater North Shore Study in Stockton; St Peter’s Planning Framework in Sunderland and Peterlee Industrial Regeneration Masterplan. Philip has also advised on Newcastle Great Park, a major urban extension to Newcastle-Upon-Tyne and Central Park, a flagship mixed use regeneration site in Darlington.

Mr Gareth Williams BSc(Hons) DipTP MRTPI  [ E-mail ]

Gareth joined NLP as an Associate in May 2002 and became a Director in 2009. He has experience of a wide range of planning work in Wales and South West England, including employment and regeneration development, but specialising particularly in housing.

On behalf of public sector clients Gareth has overseen the preparation of masterplans for mixed use urban extensions including Haverfordwest and Ruthin as well as Employment Land Studies for Cheltenham and North Wiltshire.

Current projects include a major mixed use regeneration scheme at Barry Waterfront and promoting a residential led urban extension in North West Cardiff through the LDP process.

Mr Justin Gartland BA(Hons) BPI MRTPI  [ E-mail ]

His experience includes a wide range of projects for public and private sector clients including Manchester City Council, ProLogis Developments, Quinn Group, De Vere Hotels and Leisure and Severn Trent Water.

Justin's specialisms include major mixed use regeneration, urban extensions, leisure developments and major industrial and infrastructure development. Justin has led projects including the Daventry International Rail Freight Terminal (RTPI Planning Award Winner 2005), the redevelopment of The Belfry Hotel and Golf Centre and major urban extensions and housing developments at Rugby, Crewe, Daventry, Northampton, and Selby.

Mr David Gavin BA(Hons) DipTP MSc MRTPI  [ E-mail ]

David is a Director and has been with NLP since 1983. Prior to this he obtained a wide range of planning experience working for local Government, central Government and consultancy, both in the UK and overseas.

His experience covers all aspects of urban, regional and statutory planning, including coordinating the preparation and negotiation of planning applications for major commercial schemes, managing large complex projects and as an expert witness, frequently presents evidence to planning inquiries.

His specialist interests include the planning of major development projects, listed buildings and development in Conservation Areas, the diversion of footpaths and Stopping Up of public highways, the planning and economic aspects of airport development, environmental assessment and transportation aspects of development projects.

Mr Gareth Morgan BSc DipTP MRTPI  [ E-mail ]

Gareth has worked for NLP since 1978 and was managing director of NLP from TBC to 2007. He has contributed to and directed a large number of major projects for both public and private sector clients.

He has significant experience in the preparation and direction of economic and planning studies and is very experienced in presenting evidence at Public Inquiries. Particular areas of expertise include retail and town centre planning, economic impact and strategic planning advice.

Gareth also leads NLP’s Planning Law and Policy Service which is responsible for advising both staff and clients on the implications of new law and policy. He has also directed studies for Central Government and the Planning Service in Northern Ireland

Mr Michael Watts Dip URP. MRTPI  [ E-mail ]

Michael joined NLP in March 2007. Prior to this he obtained a wide range of planning experience working for Local Government and in private planning consultancy.

His experience covers all aspects of statutory planning, including coordinating the preparation and negotiation of planning applications for housing development, urban extensions, major infrastructure, mixed-use schemes and NHS developments. Michael also oversees Environmental Impact Assessments and has prepared and presented evidence at many planning appeals and inquiries throughout England.

His recent work includes obtaining permission for a major urban extension in Selby, advising on the new Co-op Head Office in Manchester (which required an EIA), undertaking Employment Land Reviews for Rossendale and Manchester and advising on the Manchester Town Hall Extension and Library refurbishments.

Mr Steven Butterworth BA(Hons) BPI MRTPI  [ E-mail ]

Steven joined NLP as a Director in 2004, having previously led the London planning team at G L Hearn, and coordinates the Town Centre and Retail workgroups.

He specialises in retail, leisure, residential and mixed-use developments, involving strategic advice, retail and leisure assessments and Environmental Impact Assessments. Steven has been an expert planning witness at many planning and Compulsory Purchase Order inquiries and Development Plan public examinations, and contributed to the Government’s PPS4 Practice Guidance.

Steven’s projects include Woolwich, Orpington, & West Bromwich mixed use town centre schemes, Tesco supermarkets in Birmingham, Wolverhampton and Hailsham as well Wolverhampton Racecourse (casino & hotel) for Arena and studies for Coventry City and Croydon Councils

Mr Iain Rhind BA(Hons) DipUD MSc MRTPI  [ E-mail ]

Iain became an Associate of NLP in 1993 and a Director in 1999.

He has considerable experience in the preparation of site planning, master planning and urban design schemes, including the preparation of both graphic and written material and giving evidence at public inquiries. He has also acted as co-ordinator for a number of major environmental impact statements, including those for the National Stadium at Wembley and the London Eye.

Iain also specialises in conservation and listed building work, particularly with regard to the formation of development proposals, preparation of Conservation Area appraisals and conservation management plans

Mr Neil Goldsmith BA(Hons) BPL MRTPI  [ E-mail ]

Neil joined NLP in 1990 and runs one of NLP’s Retail and Town Centre workgroups. He has extensive experience of commercial development projects in the retail, leisure, office and hotel sectors. He has substantial experience of giving evidence at a range of inquiries throughout England and Wales.

Neil’s clients include British Land, Currys, Marks & Spencer and the Co-operative Group and he has been involved in a number of large scale projects, including the Westwood Cross Shopping Centre, Thanet, and a major retail-led mixed use scheme in Lincoln City Centre.

He regularly provides advice to local authorities, including Westminster City Council, London Borough of Lewisham and Rossendale Borough Council, and has directed projects as part of the BSF Programmes.

Mr Peter Wilks BSc(Hons) DipTP MRTPI  [ E-mail ]

Peter joined NLP in 1999 and specialises in retail and commercial projects. He has presented evidence at numerous planning appeals and inquiries and has advised over 70 local authorities on development proposals and development plan policies.

His recent public sector clients have included the London Boroughs of Wandsworth, Waltham Forest, Kensington & Chelsea and Westminster as well as the local authorities of Coventry, Stockport, Hull and Chesterfield. Peter has also advised British Gas, The Church Commissioners, Hammerson and Capital Shopping Centres.

Peter was also the author of a good practice guide for the Association of Town Centre Management and has presented papers at conferences on town centre management.

Mrs Jane Hirst BA(Hons) MRTPI  [ E-mail ]

Jane joined NLP in 1993 and leads NLP’s Climate Change and Sustainability workgroup. She predominantly works on large scale mixed use development projects, including urban regeneration schemes and has extensive informal hearing and public inquiry experience and has developed a specialism in direct professional access.

She has been involved on a number of projects requiring Diversion and Stopping Up of Highway Orders, Section 19 (replacement open space) Certificates and dealing with matters relating to CPO.

Jane’s projects include Bristol Harbourside Regeneration, Newcastle International Airport masterplan and The Westgate Centre, Oxford. She is also involved in assessing proposals for EIA development on behalf of local authorities including Southwark Borough Council and the London Borough of Barnet.

Mr Jonathan Wallace BA(Hons) MSc MRTPI  [ E-mail ]

Jonathan joined NLP in 1997 having previously worked as a planning consultant for WS Atkins. Jonathan works in NLP’s Newcastle office where he leads the Retail and Town Centres workgroup.

He has managed numerous projects for both public and private sector clients, which includes presenting evidence at public inquires, preparing town centre, regeneration and retail studies and undertaking quantitative impact assessments for a range of commercial uses. In doing so, Jonathan has gained wide-ranging planning experience, though his primary specialism’s are in retail, leisure and other forms of commercial development.

Jonathan works for a wide range of private and public sector clients including Terrace Hill, Marks & Spencer, Stockton-on-Tees Borough Council, York Council and Lidl UK GmbH.

Mr Matthew Spry BSc (Hons) Dip TP MRTPI  [ E-mail ]

Matthew joined NLP in 2008, following four years in the Regional Development team of Deloitte. Matthew leads NLP's Economics and Regeneration workgroup.

Working for public and private sectors, his expertise covers strategic planning and implementation for economic development, housing growth and area-regeneration. His work includes research and evidence across a broad policy spectrum from national to local level and assisting private sector organisations to understand the implications of public policy. He has completed studies, supported policy formulation, and given evidence on a wide range of matters, including housing markets, economic strategy and employment space, and infrastructure planning.

Matthew’s projects include the Local Economic Assessment for Tower Hamlets, Manchester's Economy and Employment Space Study, West Midlands Housing Options Study, and a Long Term Delivery Plan for Cambridgeshire Horizons.

Mr Hugh Scanlon BA(Hons) MPhil MRTPI  [ E-mail ]

Hugh joined NLP in 1993 and has a wide range of experience in all aspects of development planning.

He specialises in major hotel and leisure projects, as well as the promotion of business and industrial schemes often at sensitive policy sites, such as green belt. Hugh also specialises in the preparation of environmental statements.

Hugh’s recent projects include a strategic rail freight interchange at Kent International Gateway, leisure proposals at Alton Towers, Thorpe Park and Chessington World of Adventures on behalf of Merlin Entertainments Group and advising on the extension and refurbishment of the Grand Hotel in Brighton. Hugh was also involved on the creation of the National Centre of Sport at Bisham Abbey, near Marlow
